深圳市地方以上农业农村局、深圳市市场监管局:

深入实施乡村振兴战略和数字乡村发展战略,必须顺应时代潮流,抓住发展机遇,加快数字技术推广应用,大力提高数字生产力,促进农业高质量发展。发展和乡村全面振兴。 现将《广东省数字农业农村发展行动计划(2020-2025年)》印发给你们,请认真贯彻执行。

广东省数字农业农村发展行动计划(2020-2025年)

为深入实施乡村振兴战略和数字乡村发展战略,顺应时代潮流,抢抓发展机遇,加快数字技术推广应用,大力提高数字生产力,努力充分发挥信息化在新型基础设施建设中促进乡村治理体系和治理能力现代化的作用 为推动农业高质量发展和乡村全面振兴,制定本行动计划。

一、总体要求

(一)指导思想

以习近平新时代中国特色社会主义思想为指导,深入学习贯彻习近平总书记关于“农业、农村、农民”的重要论述和对广东的重要指示精神,紧紧围绕农村贯彻落实《数字乡村发展战略纲要》和《数字农业农村发展规划(2019-2025年)》,按照《广东省实施意见》和广东省数字政府改革建设要求,大力发展农业农村数字经济,全面提升农业农村生产智能化、管理网络化、管理高效化、服务便捷化,用数字引领带动农业农村现代化,为农村全面振兴提供有力支撑地区。

(二)基本原则

统筹谋划,有序推进。 科学统筹,加强顶层设计,有序部署、分阶段推进,主动适应新一代信息技术和数字经济发展新趋势、新业态。 充分发挥农业农村数字化转型升级的示范带动作用,探索具有广东特色的数字农业农村发展模式。

集约建设,开放共享。 深入开展数字农业农村基础设施、信息系统、数据资源建设,实现农业农村数据互联、资源共建共享,坚持一张蓝图画到底,让农民有更大的获得感和幸福感。

政府引导、市场运作。 强化政府引导作用,坚持市场化运作,充分发挥市场主体资金、技术优势,鼓励农户和新型经营主体开展技术创新、模式创新、应用创新,形成合作共赢的格局。多主体参与的建设模式。

创新引领,生态共赢。 聚焦农业农村发展瓶颈,大力推进自主创新,加强试点示范,驱动农业农村数字化转型,多方参与,开放生态,共建共享共赢,提升农业农村数字化转型水平。智慧农业生产经营管理与乡村治理现代化。

(三)总体目标

到2025年,广东数字农业农村发展取得重要进展,有力支撑数字乡村战略实施。 数字技术与农业产业体系、生产体系、管理体系、消费体系加速融合。 农村数字化管理水平日益提升。 落实数字农业发展联盟、数字农业实验区、大湾区数字农业合作峰会“三创”,推进数字农业产业园建设,“一村一品一镇一” “八个培育”包括数字农业农村重大工程、数字农业示范龙头企业、数字农民专业合作社、数字农业农村新农民、数字农业农村重大应用场景(楷模)。

二、主要任务

(一)创建广东省数字农业发展联盟。 集聚信息技术和人力资源要素,加快农业生产、乡村治理和信息技术深度融合,培育数字农业社会组织和专家团队,成立广东省数字农业发展联盟。 以空间共享、资源优势互补为驱动,以目标任务为导向,共同开展联盟协同创新行动,联合农业行政部门、农业科研院所、涉农院校、农业企业等各类主体,充分发挥作用联盟将发挥区域优势,统筹优势资源,搭建共享平台,打造覆盖省、市、县、镇、村五个层面的数字农业社会组织模式,使联盟成为重要力量支持现代农业发展。 (市场和信息化部门牵头,省农展馆成立工作组,县级以上农业农村局按职责分工落实工作)

(二)建立广东数字农业实验区。 以“政府引导、市场运作、企业主体”的建设模式,建设覆盖农业全产业链的数字农业实验区,鼓励引导非农企业、数字技术产学研机构落户、打造数字农业硅谷,推动我省数字农业跨越式发展。 继续推进佛山市南海区里水镇、茂名等国家农业农村信息化示范基地和阳西县省级数字农业示范创建“农产品跨境电子商务”综合实验区县; 推进增城区5G智慧农业试点,广州市、江门市建设5G智慧农业科技创新园,创新孵化5G智慧农业核心技术,促进5G智慧农业产业要素聚集; 在湛江开展5G+智慧水产示范应用,推动水产养殖、加工、冷链物流等产业链有机发展融合。 (市场和信息化司、渔业发展司牵头,县级以上相关农业农村局按职责分工落实)

(三)设立大湾区数字农业合作高峰论坛。 搭建数字农业交流合作发布高峰平台,通过主题分享、产品展示、项目路演、推动农业领域以链条、大数据、物联网、遥感、人工智能等为核心的智慧农业在农产品生产、加工、储运、销售等领域的应用与创新、消费等,展示建设成果,推动数字农业应用和创新。 不断发展。 (市场与信息化司、交流合作司、农业展览馆牵头,各县级以上农业农村局按职责分工落实)

(四)建设一批数字农业产业园。 以国家级和省级现代农业产业园区为重点,推动数字农业产业集聚,提高农业产业园区数字基础设施水平,开发利用新一代信息技术提升农业产业园区竞争力,探索可复制以及大众化的建造模式。 按照园区带动、科技支撑、质量优先、培育主体、打造品牌的思路,建设主导产业突出、现代要素聚集、设施装备先进、生产方式绿色、实力雄厚的数字农业产业园。辐射驱动。 (发展规划厅、省现代农业产业园办公室牵头,县级以上相关农业农村局按职责分工落实)

(五)推动一批“一村一品一镇一业”建设云上云。 利用云计算和移动互联网技术,建立全省一村一品大数据,采集流通、销售等环节数据资源,为农业生产企业提供市场动态信息和农业政策咨询服务。 引导荔枝、菠萝、柚子、茶叶等优势产区现代农业产业园建设上云,推动广东优势农产品生产、销售、采购全流程上云,利用当地优势农产品农产品云构建具有竞争优势的农产品生产销售大数据服务体系。 (种植业管理司、市场与信息司牵头,县级以上农业农村局按职责分工落实)

(六)培育一批数字农业农村科技示范创新团队。 提高数字农业农村自主创新能力,发挥团队力量,加强数字农业农村理论研究,建设数字农业创新创业示范和成果展示基地,探索农业农村数字科技新模式将公益性与市场化有机结合的服务。 完善农业科技成果转化公共服务平台和农业科研成果项目库,集聚产业技术系统专家团队、农业科技创新团队和企业,推动农业科技成果转化线上和线下。 加大农业农村数字化项目研发力度,突破一批数字农业农村共性关键核心技术,形成一批重大科技成果,制定一批技术标准和规范。 (科教厅、广州国家现代农业产业科技创新中心牵头,各县级以上农业农村局按职责分工落实)

(七)培育一批数字农业农村重大项目。

农产品出村进城“互联网+”工程。 加快信息技术在农业全产业链的广泛应用,打造广东农产品“保供应、稳价格、安心”的网上平台,开通“买家快车”、“买家接待”等网络“网红直播间”与“网红直播间”对接活动,促进农产品产销高效对接,探索大宗农产品远程交易新模式; 动员现代农业产业园区、特色农产品优势区、农业龙头企业、菜篮子基地、农民专业合作社等与国内外知名互联网企业合作对接。 扩大平台应用覆盖范围,实现多平台一体化线上销售,加快“菜篮子”汽车后备箱项目建设应用,推动粤港澳“菜篮子”供应链数字化应用大湾区,畅通农产品营销渠道,推动农产品下村进城。 建立健全适合农产品网上销售的供应链体系、运营服务体系和支撑保障体系,促进农产品产销顺畅衔接、优质优价,带动农业转型升级、提高农产品质量。提质增效,拓宽农民就业和增收渠道,推动市场化推动,构建现代农业产业体系、生产体系、管理体系,助力脱贫攻坚和农业农村现代化。 (根据广东省“互联网+”农产品出村进城实施方案)

农业农村大数据基础工程。 按照“数字政府”总体设计要求,编制政务信息资源目录,建设基础数据资源体系,对接粤省务、粤商通、粤政图、粤监察等平台,推动广东省农业农村资源综合管理大数据平台应用完善涉农信息资源目录,整合连接全省涉农平台系统,构建全省“一图一库一网一平台”应用格局,完善省级五级数据采集市、县、镇、村各级传输、共享和隐私保护机制将逐步实现数据精准采集、预警、分析、辅助决策和共享,全面提升农业农村大数据服务能力和应用水平。 推动建立以空间布局、数量规模、品种结构、质量水平等属性为核心的农业全产业链单品大数据,以岭南特色农产品为重点,助力农产品市场建设建立农产品生产流通价格指导体系。 订单农业、定制农业等分类消费等数据服务。 (市场和信息化司、广州国家现代农业产业科技创新中心、省现代农业装备研究院牵头,各县级以上农业农村局按分工落实)职责)

农村社会事业数据工程项目。 建设覆盖市、县、镇、村四级的生态宜居美丽乡村大数据平台,运用大数据、云计算、GIS等现代信息技术,利用固定电脑和PAD、手机等移动终端,通过门户、APP应用、小程序等多元化形式提供高性能、高可用、高安全、可扩展、可视化、按需服务的平台,推动“千村示范、万村改善”工程,各自然村人居环境整治、厕所革命、万企帮万村、农村生活垃圾分类、农村泥砖房清洁改造等重点工作打造动态数据、场景化的数字化乡村管理模式全省美丽乡村可视化、智能化应用。 (农村社会事业推进办公室牵头,各县级以上农业农村局按职责分工落实)

农村集体资产数字化项目。 推进农村集体资产清查和验资信息数字化,建立集体资产登记、托管、使用、处置等管理电子台账,建设农村集体资产大数据库,加强占有、使用、收益监管指导农村规范产权流转和交易,规范数据采集、传输、利用和共享标准,推动农村集体资产数据、基础国土资源数据对接共享、人口资源基础数据库。 (政策法规改革部、广州国家现代农业产业科技创新中心牵头,各县级以上农业农村局按职责分工落实)

农村宅基地数字化工程。 利用第三次全国土地调查、卫星遥感等数据信息,结合宅基地使用权确权、登记、核发等信息,以及农村宅基地和农房利用现状调查,建立农村宅基地数据库已建成,覆盖宅基地。 有关单位、空间分布、面积、所有权、限制和使用状况的信息。 推进宅基地分配、审批、流转、使用、监管、统计调查等信息化建设,及时完善和更新基础数据。 (农村合作经济指导办公室牵头,各县级以上农业农村局按职责分工落实)

信息进村入户。 按照“有场所、有人员、有设备、有宽带、有网页、有持续经营能力”六大标准,全面完成县级运营中心和益农建设信息社会,信息进村入户工程。 充分发挥市场配置资源的决定性作用,统筹公益性服务资源和农村社会化服务资源,完善提升益农公共服务平台服务功能,实现公益性服务、便民服务同步推进、电子商务服务、培训体验服务。 实施“政府+运营商+服务商”三位一体推进机制,通过规范全产业链标准,打造广东优质农产品品牌,提高农产品转化率,提高农产品市场竞争力。农产品。 (市场和信息化部门牵头,县级以上农业农村局按职责分工落实)

渔业智能化工程。 整合资源、统一标准、统筹规划,打造广东渔业高质量发展智慧管理服务平台。 加强产业链大数据服务体系建设,连接产前、产中、产后管理服务和生产、加工、流通环节,打造水产品生产销售对接平台,促进渔业减量化、增效、绿色发展。 推进渔船渔港综合信息管理建设,全面整合升级现有渔船渔港信息管理系统,通过数据实现“一网互动、一网综合检查、一网综合处理”系统集成及物联网技术应用。 发展渔船联网,推进渔船智能化航行和运行控制,加强整合和规划完善,构建覆盖渔船、渔港、渔民、渔业组织、渔业执法等基础要素的网络。渔船进出报告、电子捕捞日志和渔业管理。 集渔获物追溯、渔船动态监控、渔港视频监控、信用管理为一体的渔船港口综合管理系统。 加强远洋渔业数字技术基础研究,提高远洋渔业资源开发利用信息采集和分析能力,推广远洋渔船视频监控应用。 推进智慧水产养殖,构建基于物联网的水产养殖生产管理体系,推广水环境实时监测、饵料精准投放、病害监测预警、循环水设备控制、自动化网箱等数字化技术起重控制和无人机巡航。 推广应用装备,发展数字渔业,建设数字渔业园区。 以国家级海洋牧场示范区为重点,推进海洋牧场可视化、智能化、信息化系统建设。 按照“全覆盖、智能化”目标对现有安全生产指挥系统进行升级改造,大力推进北斗导航技术和天通通信卫星在远洋渔业的部署应用,加快数字通信基站建设,升级改造渔船卫星通信、定位导航、防撞等海上终端和数字捕捞设备,可实现海洋气候和生产渔船状态的精确计算分析,以及全覆盖监控、日常在线巡检、指挥调度省内的船只。 (渔业资源保护部门、渔业发展部门、海洋综合执法总队牵头,县级以上农业农村局、海洋综合执法支队按职责分工落实)

现代数字种业发展工程。 应用大数据、云计算等信息技术,推动现代生物育种技术和品种产业化技术跨越式发展。 建设统一种业大数据平台,打通品种创新线、种繁畜禽市场线、种业主线,促进科研平台、繁育基地、种业企业、生产基地之间的数据交换、加工中心和大型种子用户。 加快数字种业数据共享平台建设。 完善种质资源数据库和标准样品数据库,统筹运用品种审定、生产经营许可、生产经营备案、市场质量监管等一体化监测手段,加快品种品系发展和种质资源保护。保护)在数字种子产业中。 在农场(区、苗圃、仓库)、种畜禽养殖场、水产良种场、交易市场的应用,将进一步完善二维码追溯管理体系,加快实现种业追溯管理。 (种业管理办公室牵头,各县级以上农业农村局按职责分工落实)

Improve the province’s crop disease and insect pest epidemic and pesticide risk monitoring and early warning network, add a number of intelligent monitoring outlets, promote accurate management of pest and disease information and disaster information, and improve the province’s pest and disease prevention and control level. Implement subsidies for plant protection drone operations, promote the application of drones in the prevention and control of major crop diseases and pests, expand the coverage of social services, and promote the development of artificial intelligence for plant protection and phytosanitary inspection in our province. Build a digital agricultural external cooperation platform to improve the service level of agricultural enterprises going global. Promote e-commerce companies to participate in the construction of cross-border electronic trading platforms for agricultural products and form a cross-border industrial chain for agricultural products. Agricultural non-point source pollution monitoring and prevention and control digital project. Promote the application of digital technologies such as big data and the Internet of Things in agricultural non-point source pollution monitoring and prevention, and build a province-wide agricultural non-point source pollution monitoring, prevention and control management platform. According to the topography, rainfall, and planting (breeding) structure, an online monitoring network covering environmental non-point source pollution in agricultural production areas such as planting, animal husbandry, and marine fisheries will be established in farmland areas with representative characteristics in small watersheds. (8) Cultivate a number of leading digital agriculture demonstration enterprises. Implement a project to cultivate leading agricultural enterprises, cultivate a group of leading digital agricultural demonstration enterprises, and guide leading agricultural enterprises to use digital technology to strengthen the transformation and upgrading of agricultural product processing facilities and equipment. Develop and utilize agricultural industrialization information systems, increase monitoring and guidance on the development of leading agricultural enterprises, and guide the construction of modern digital agricultural demonstration leaders with traceability and interoperability of raw materials and products, intelligent control of the entire processing process, automatic monitoring of product quality, and visual supervision of the production process. (9) Cultivate a group of digital farmer professional cooperatives. Encourage market entities to actively participate in the informatization construction of farmers’ cooperatives, and provide farmers’ cooperatives with comprehensive, easy-to-use management software. Build a management service platform for farmers’ cooperatives, coordinate and integrate information on the operation and management of farmers’ cooperatives, establish and improve a dynamic monitoring mechanism for farmers’ cooperatives, and rely on professional digital services to provide farmers’ cooperatives with precise production, sales, finance, logistics and other social services. (10) Cultivate a group of new rural farmers in digital agriculture. Establish a new digital farmer learning platform, carry out low-threshold and intelligent agricultural digital skills training, and improve the quality of new digital farmers. Combine expert resources to form a “platform + expert + service” business model, promote it across the province, and increase the popularity of online cultivation. Establish a new technology entrepreneurship and innovation training system for farmers to provide training on new agricultural concepts, new technologies and new applications to family farmers, large farmers and entrepreneurial young farmers, and improve digital skills operation and management capabilities. (11) Promote a number of major application scenarios (models) of digital agriculture in rural areas. Carry out the selection of digital agriculture and rural demonstration (pilot) cities and counties, promote the application of major digital agriculture and rural scenarios in cities and counties, and organize publicity and promotion to create a good atmosphere for the development of digital agriculture and rural areas. Bridging the “digital divide” between urban and rural areas, establishing digital agricultural and rural application scenarios (models) that match local agricultural specialty industries and consumption structures, and accelerating the digital transformation of agriculture and rural areas. Through pilot demonstrations, we will comprehensively promote the comprehensive upgrading of agriculture and rural areas in our province, the overall progress of rural areas, and the all-round development of farmers. 三、保障措施

(一)加强组织领导。 Agricultural and rural authorities at all levels must raise awareness and establish digital agriculture and rural work leading groups to ensure that leadership, measures and responsibilities are in place. Detail policies and measures, establish planning implementation and work promotion mechanisms, and track and supervise the implementation of various tasks.
